as you know, the "old" radio voice commands are still available. here`s a little overview (there are much more commands) and an example how to bind them permanent on free keys.
open your etconfig.cfg (located in Wolfenstein - Enemy Territory\tcetest\profiles\<yourname>) with wordpad and copy/type the following in:

it's also possible to bind the commands by using the console in game. for example type "/bind p vsay_team commanddeclined".
